The heroes believed the League and the Shie Hassaikai wouldn't cooperate because they were under the impression that Shigaraki couldn't work with others. But this scene is a clear demonstration of how Overhaul was the one who couldn't view anyone else as an equal.
From the jump, Overhaul insisted on playing a game his supposed collaborator never played and showed no interest in playing. He then immediately insisted on being given members of the League as collateral and implied he would not return them. He had all of the raw ambition of an All for One with none of the charisma.
Shigaraki often viewed himself and his allies in terms of video game mechanics. Shigaraki was more similar to Overhaul during the Forest Training Arc where he viewed his allies as characters in a sims game in that he was the player manipulating the pieces. Overhaul also viewed himself as the player who manipulates the pieces on the shogi board during his arc.
But when All for One isn't breathing down his neck, Shigaraki is more of an RPG guy. He was willing to be more involved and get his hands dirty. He's not the mastermind sort of character. Shigaraki originally was a single player mode guy in USJ. He only had NPCs and his babysitter on his team at that time. By the Shie Hassaikai Arc, Shigaraki viewed his path forward more like an MMORPG. He now had a party who he could work with as a team on his journey.
