The power was insider her all along!!! It's not something granted to her by a higher power, she is the higher power!!!!!! It finally kicked in when she wanted to save Link bc for the first time, she was reaching from within herself for her power so she could protect someone she loves, rather than asking a Goddess who has been gone for a very long time.
