I found this exact question being asked in a Yahoo! Answers post back in 2020, and the one and only response was:
"There aren't any eel emojis, and those are marine animals in similar shapes."
That is one person's opinion, but there is certainly a lot to read into, if you'd like! ^^
There is art of both the twins being portrayed with jagged teeth, for example, not dissimilar to the teeth of shark and dolphins!
There is also Floyd being represented by a shark, the scarier-looking of the two animals.
Azul explains, however, "Floyd is actually the easier of the two to deal with on many levels, since his nature is far more obvious than Jade's."
Much like how dolphins can actually be far less pleasant than they appear at first glance, Azul explains that Jade is a "particular brand of devious. If you see him, do not provoke him. Do not make eye contact. Just back away slowly."
So while it is possible that the two emoji were adopted by necessity due to a lack of eel representation, the shark and dolphin motifs do seem to suit the twins very much! ^^ Visually similar while still being very different!
